There is a difference in the way the Residual Mix by Fuel and Residual Mix parameter is calculated that explains the discrepancies between the number of Certificates.
The number of Certificates in the Residual Mix by Fuel report equals the exact number of Unsettled Certificates (Certificates that were not Banked or Retired in a Voluntary/Compliance subaccount at the end of a trading period(s)) by each fuel type for the selected date range.
The number of Certificates in the Residual Mix report equals the total number of Unsettled Certificates required to match the total number of Unassigned Load Obligation in NEPOOL GIS at the end of a trading period(s). In most cases, due to automated banking quarter over quarter, the difference can be significant, and accounting for Reserve transactions and SREC banking year over year is not expected to be 1-to-1 over a settlement year.
