Within NEPOOL GIS, projects are approved only upon receipt of RPS certification from a NEPOOL state. This User Guide describes the procedural requirements established by the NEPOOL GIS Administrator and each NEPOOL State Regulator for approving projects in NEPOOL GIS.
Massachusetts
The Massachusetts Department of Energy Resources (MA DOER) provides the NEPOOL GIS Administrator with quarterly bulk RPS approvals for Massachusetts RPS‑approved projects.
Connecticut
The Connecticut Public Utilities Regulatory Authority (CT PURA) or the Account Holder provides the NEPOOL GIS Administrator with CT PURA documentation to approve Connecticut RPS‑approved projects.
Maine
The Maine Public Utilities Commission (ME PUC) or the Account Holder provides the NEPOOL GIS Administrator with ME PUC documentation to approve Maine RPS‑approved projects.
For Maine Class II eligibility, the Account Holder coordinates with the NEPOOL GIS Administrator to self‑certify a Maine Class II–eligible project, provided the project:
- Is no greater than 100 megawatts (MW) in capacity, and
- Uses an eligible fuel/resource (e.g., fuel cells, tidal, solar, wind, geothermal, hydropower, biomass, or municipal solid waste in conjunction with recycling).
New Hampshire
The New Hampshire Public Utilities Commission (NH PUC) provides the NEPOOL GIS Administrator with monthly bulk RPS approvals for New Hampshire RPS‑approved projects.
Vermont
The Vermont Public Utility Commission (VT PUC) provides the NEPOOL GIS Administrator with a spreadsheet to approve Vermont RPS-approved projects.
Rhode Island
The Account Holder provides the NEPOOL GIS Administrator with Rhode Island Public Utilities Commission (RI PUC) documentation to approve Rhode Island RPS‑approved projects.
